David Winstanley is Group Director of External Relations at the University of Liverpool. He leads a team of approaching 400 colleagues across the external relations landscape from initial enquiry through to graduation and beyond, with responsibility for teams including Global Engagement and Partnerships, Student Recruitment, Admissions and Widening Participation, Communications and Public Affairs, Marketing; and Development and Alumni Relations.

David joined Liverpool in January 2026 from the University of Southampton where he had served for six years as Executive Director of Student Life, including spending six months living in Gurugram, India, setting up the University of Southampton Delhi - the first international branch campus to be established under India’s National Education Policy 2020 and UGC regulations.
